The National Task Group on Intellectual Disabilities and Dementia Practices (NTG), and the Health Matters Program at the University of Illinois Chicago issued a new brief “Over Medication of Older Adults with Intellectual Disability: Risks for Brain Health”. The advisory cautions readers that arise from over medication and suggestions for steps that can be taken to prevent the over- medication of older adults.

The Council on Quality Leadership published a Q&A with ACL Acting Administrator and Assistant Secretary for Aging Alison Barkoff about the Home and Community Based Services (HCBS) settings rule in their latest newsletter. The Q&A session explores the settings rule, and how states can implement best practices throughout the transition period for implementation.

Justice in Aging just released a new issue brief on the use of psychotropic medications in nursing facilities. The brief explores why reform initiatives have had limited success and the implications the use of psychotropic medications has on residents’ decision-making rights. In this installment of a series of issue briefs, Justice in Aging evaluates several proposals, and those proposals’ impacts on real-world residents.

Community Care Corps has released a Request for Proposals (RFP) for innovative local models in which volunteers assist family caregivers or directly assist older adults or adults with disabilities with non-medical care to maintain their independence. The purpose of the project is to establish, enhance, or grow volunteer programs for family caregivers, older adults, and people with disabilities.

Providing telephone reassurance and check-in calls is one key strategy that is being widely used across the country. Programs are engaging volunteers and pulling in staff to meet the need for an increase in such check-in calls. Recognizing that certain conversation skills can help to build trust and deepen engagement, ADvancing States partnered with Emergency Design Collective to create a Conversation Tips Toolkit designed to support reassurance and check-in programs.

This issue brief explores software systems that state aging and disability agencies use for resource databases and for client tracking, case management, and reporting. Data and findings are drawn from ADvancing States’ 2018 National Survey of Aging and Disability Information & Referral/Assistance (I&R/A) Agencies. This issue brief highlights responses from state agencies on aging and disability, though in some instances, data from all survey respondents is shared for comparison purposes.

The Home and Community Based Services (HCBS) Conference is hosted annually by ADvancing States (formerly known as NASUAD). This event highlights best practices from across the country in home and community-based services. The conference includes federal, state, and local policymakers as well as those who administer, manage, and deliver waiver and other HCBS programs. This report documents the nationwide housing affordability crisis experienced by people with disabilities. The report discusses how in 2016, millions of adults with disabilities living solely on Supplemental Security Income (SSI) found that renting even a modest unit in their community would require nearly all of their monthly income. The report offers policy recommendations to address this crisis.

The aim of this study was to gather information to gain a better understanding of the resources and assistance needs CILs may have with the new WIOA implementation guidelines in effect.
