State Perspectives on Emerging Medicaid Long-Term Care Policies and Practices

The purpose of this survey analysis is to provide states with an overview of the implementation of these DRA changes across the country, specifically in terms of Long-Term Care services and the steps the states have taken. Findings address eligibility, Children with Disabilities, Money Follows the Person, HCBS State Plan Amendments, Transition from Institutions, Managed Care, SPA for Personal Care Services, Cash & Counseling, Care Coordination, Disease Management and Long-Term Care Reform.

MI-CEO Presentations on Employment of People with Disabilities in Massachusetts

A series of presentations, funded by the MI-CEO grant, discuss a variety of issues related to the employment of people with disabilities in Massachusetts. Topics covered include: rates of unemployment, barriers to employment, ways to overcome barriers, the relationship of programs and services (e.g., MassHealth and Medicaid Buy-In) to employment efforts, recommendations from agency leaders, and implications for MI-CEO.

Employment, Disability and Medicaid-Buy-In Program Reports: Massachusetts

Developed by the MI–CEO Grant, a report on the employment of people with disabilities in Massachusetts intends to provide people with disabilities, advocates, policymakers, researchers and other interested parties an overview of the status and trends in employment of people with disabilities. Another report uses new longitudinal, person-level data to support the analysis of the Medicaid Buy-In (MBI) programs in Massachusetts.

RSA: Promising Practices for Basic VR Agencies Helping Transition Age Youth

The Rehabilitation Services Administration (RSA) monitored 23 state vocational rehabilitation agencies in fiscal year 2007. These agencies, their stakeholders, and RSA identified promising practices that promote youth with disabilities transitioning from school to employment. Summaries of these practices are on the U.S. Department of Education’s website and include examples of leveraging resources, college and career preparation programs, and collaboration and partnerships among other practices.

Personal Assistance Services (PAS) Facts: Volume 1

This fact sheet offers a short overview and history of Personal Assistance Services (PAS) as they developed out of institutional based services to community-based services and discusses some key pieces of legislation that impact the utilization of these services. Empowerment for Americans with Disabilities: Breaking Barriers to Careers and Full Employment

This report reviews issues integral to the employment of people with disabilities. It has two broad aims: 1) to summarize existing knowledge regarding employment of people with disabilities; and 2) to present new information on the perspectives of employers, people with disabilities, and disability specialists on key barriers and facilitators of employment. The National Council on Disability offers recommendations to supplement best practices and existing public policies and initiatives.

Transition/Diversion in West Virginia: A Navigator’s Guide to Community Inclusion

Part of the Transitioning to Inclusive Communities (TIC) Project this “how-to” book is for “navigators,” people who want to assist those who wish to move from a nursing facility to the community. The guide gives basic information, plus supportive documents, tools, forms and other resource materials. Community Advisors: Roles and Skills

How can a community advisor help find choices and supports? The MA CPASS grantees developed two tools to support self-determination. The first is a checklist of suggested competencies, attributes and skills of necessary to be a Community Advisors. The second resource is a guide defining the role of an advisory, how to use and select the right person, plus checklist of other considerations.
