Physical Disabilities

Health reform will bring important improvements in health care coverage for people with spinal cord injuries and people with disabilities in general. This brief summarizes insurance market reforms, HCBS options, mandatory health plan coverage provisions, Medicaid, Medicare, prevention and wellness, workforce issues and more.

Two studies examine the need for HCBS services and the economic profiles of adults with disabilities in MA. The main study examines the unmet needs of adults age 18-59 with disabilities, and the caregiver study focuses on the perspective of informal caregivers, i.e., their unmet needs and those of the people for whom they provide care. A detailed description of the survey methodology and exact criteria for selection into the study is included, as well as copies of the surveys.

How is Alabama providing its disabled population with important information on topics such as employment and health care? Attached are a brochure and newsletter with information on help available for individuals receiving benefits who want to work without losing their cash benefits and health care and the new health care laws' expected impact on people with disabilities.

The term Personal Assistance Services (PAS) refers to help provided to people with disabilities to assist them with tasks essential for daily living. Review a seminar developed by the State of Alabama Medicaid Infrastructure Grant designed to educate users on the usage of PAS in the workplace: how the Americans with Disability Act protects it as being a reasonable accommodation, how to combine it with assistive technology, how to secure funding, and more.

States play among the most critical roles in responding to and ameliorating disability unemployment. Disability rates among older Americans have declined, and the ways in which community-dwelling older people with disabilities managed their conditions have substantially changed over the 20 years covered by this survey. Among those receiving human assistance, the vast majority were helped by family caregivers, who are increasingly taking full responsibility for providing care. What are the major outcomes and systems improvements stemming from the activities of state MIGs? The MIG program was authorized for eleven years and expires in federal fiscal year 2011. This succinct impact statement highlights key outcomes and impacts related to health care, employment and economic outcomes, Medicaid and employment policy improvements, and service improvements.

Collaborative efforts of agencies, employers and consumers statewide continue to build upon the MIG initiatives for a sustainable, streamlined employment support system. The unemployment rate of persons with a disability was well above the rate of those with no disability. Nearly one-third of workers with a disability were employed part time, compared with about one-fifth of those with no disability.
