Public Financing Of Home And Community Services For Children And Youth With Serious Emotional Disturbances: Selected State Strategies

This report describes important system-of-care principles that have shaped the services for youth with SEDs, the role of the various agencies and the financing used by many states. It identifies and critiques four financing mechanisms: HCBS waivers, the Medicaid rehabilitation option, case rates for high risk populations, and provisions in the Tax Equity and Fiscal Responsibility Act (TEFRA). The paper ends with a synthesis of research questions and implications for legislative efforts.

The Transition Planning Process

This data brief provides a national view of the transition planning process undertaken during high school with and for youth with disabilities as they prepare for life after school. The information reported comes from a mail survey of school personnel conducted as part of the National Longitudinal Transition Study-2 (NLTS2). Findings from NLTS2 generalize to youth with disabilities nationally who were 13-16 years old, to each of 12 federal disability categories, and to each age group.

Getting into Gear for 2014: Briefing, Survey Examine 2013 Data From 50-State Survey of Medicaid and CHIP Eligibility and Enrollment Policies

As 2014 approaches, many states are preparing for implementation of the major provisions of the Affordable Care Act (ACA) law, including a new streamlined Medicaid enrollment system and, at states' option, the expansion of Medicaid. It has been found that nearly all states are pressing forward with information technology and process improvements to develop faster, streamlined Medicaid enrollment systems, whether or not the state elects to expand Medicaid coverage under the law.

Respite for Caregivers of Children with Serious Emotional Disturbance

This fact sheet traces the efforts to improve State systems of care for children with serious emotional disturbance (SED) after the Child and Adolescent Service System Program was implemented in 1984. Information on the benefits of respite services for families and caregivers of children with SED, indicators of SED, and strategies for respite program implementation can be found here. The Effects of Paid Family and Medical Leave on Employment Stability and Economic Security

The analysis in this report finds that a federal paid family and medical leave program would most likely have positive effects on employment and lifetime income, as national data consistently show that access to any form of parental leave, paid or unpaid, makes women more likely to return to work after giving birth. These effects would be largest for less-educated and lower-income families, who currently have the lowest levels of access to any form of leave, paid or unpaid.

Medicaid 1915(c) Waiver Expenditures: 2011 Update

This report is the latest in a series on expenditures for Medicaid waivers authorized under Section 1915(c) of the Social Security Act, also known as home and community-based services waivers. For the first time, the tables include state-reported data for 1915(c) waiver services provided through managed care programs that are not identifiable in the state CMS 64 reports. Thomson Reuters collected these data for FY 2008 and FY 2009.
