Incorporating Youth Development Principles into Adolescent Health Programs: A Guide for State-Level Practitioners and Policy Makers

Practitioners and policy makers who focus on youth must be knowledgeable about youth development concepts, but it is critically important they know how to apply those concepts in the context of specific functions and program responsibilities. The emphasis of this paper is on incorporating youth development into state adolescent health programs however, the information is relevant to other state-funded programs that address various adolescent issues.

Real Choice Systems Change Grant Program Fourth Year Report: Progress and Challenges of the FY 2003 and FY 2004 Grantees: (Oct. 1, 2004 – Sept. 30, 2005)

This report describes grant activities in three major LTC systems areas: Access to Long-Term Care Services and Supports, Services, Supports, and Housing, Administrative and Monitoring Infrastructure. For each of the focus areas the report describes Grantees’ accomplishments, illustrates the challenges and discusses the consumers’ role in the implementation and evaluation of activities. The report uses information provided during the reporting period October 1, 2004 to September 30, 2005.

New Requirements for Citizenship Documentation in Medicaid

This fact sheet provides information on the new federal requirement that all U.S. citizens and nationals applying for or renewing their Medicaid coverage provide documentation of their citizenship status and examines the implications for Medicaid beneficiaries and the states. This is one of the significant changes the DRA makes to Medicaid effective July 1, 2006.

Shaping the Future of Long-Term Care & Independent Living 2005-2015 - Vermont

This report outlines the efforts of the State’s Department of Disabilities, Aging & Independent Living to create a balanced system of care for elders and adults with disabilities. It discusses the Department’s successes and obstacles in increasing home and community-based services, including respite care and consumer-directed services for care recipients and caregivers, and shifting away from institutionalized care. It also outlines the services of the five Area Agencies on Aging offices.

CMS State Medicaid Directors Letter: DRA and Improved Enforcement of Documentation Requirements

CMS has issued this new letter to provide guidance on the implementation of the Deficit Reduction Act. Section 6036, Improved Enforcement of Documentation Requirements, creates a new subsection 1903(x) of the Social Security Act that requires individuals claiming U.S. citizenship to provide satisfactory documentary evidence of citizenship or nationality when initially applying for Medicaid or upon a recipient’s first Medicaid redetermination on or after July 1, 2006.

Management Approaches to Rebalancing Long-Term Care Systems: Experience in Eight States up to July 31, 2005

This Executive Summary and accompanying Abbreviated State Reports encapsulates the comprehensive case studies that Congress directed CMS to perform as a first year task in a 3-year study of state management practices in balancing long-term care systems. The studies were undertaken in 8 states (AR, FL, MN, NM, PA, TX, VT, WA) and examine “rebalancing” from a qualitative and quantitative perspective.

Medicaid Spending and Enrollment Trends

A new fact sheet and report analysis Medicaid spending and enrollment trends for 2000-2004. Medicaid trends are related to the state of the nation's economy; as the economy has strengthened, increases in enrollment and spending have slowed. Rising enrollment and health care inflation produced most of Medicaid's spending increases. Even with a stronger economy, however, Medicaid's enrollment pressures remain due to demographic trends and continued declines in employer-sponsored insurance.
