Examination Of Texas Rider 37: A Medicaid “Money Follows The Person” Long-Term Care Initiative

This report provides a brief overview of a research study and its methods for both the field research and the quantitative analyses of the Texas Rider 37 program. The authors then present findings and observations from the qualitative study and quantitative analyses relevant to specific research questions. The report concludes with a summary of the findings.

Adult Service Agencies’ Summaries - Utah

State Studies Find Home and Community-Based Services to Be Cost Effective

The vast majority of people in need of long-term services and supports (LTSS) want to live in their own homes and communities. States have made progress in providing greater access to home and community based services (HCBS) for people with low incomes. Many states have also conducted studies to ensure that HCBS are cost effective. This report contains a summary of a collection of relevant state studies as well as Web links. The study shows states have contained costs as they expanded HCBS.

New Medicare-Medcaid Enrollees in Maryland: Prior Medicare and Medicaid Resource Use

This report describes and analyzes chronic disease patterns and health care expenditures of persons in Maryland who in 2008 began to receive coverage from both Medicare and Medicaid. The analysis focuses on disease and expenditure patterns in the year before these individuals, most of whom had been enrolled in Medicare alone or Medicaid alone, became enrollees in both programs. The results can provide a better understanding of simultaneous enrollment in Medicare and Medicaid.

Older Americans 2012: Key Indicators of Well-Being

An updated and accessible compendium of indicators, this report is drawn from official statistics about the well-being of Americans primarily age 65 and older. The document also provides a broad description of areas of well-being that are improving for older Americans and those that are not. Thirty-seven key indicators are categorized into five broad areas – population, economics, health status, health risks and behaviors, and health care.

On the Verge: The Transformation of Long Term Services and Supports

Many states are undergoing long-term services & supports (LTSS) transformations. The lagging economy & increased demand for publicly funded LTSS are placing pressure on state policymakers to find solutions. As a result, many states either have or plan to implement Medicaid Managed LTSS, with 12 states having existing programs & another 11 with plans for implementation. Many states used the economic downturn as an opportunity to balance services from institutional to non-institutional settings.

Disability Data in National Surveys

Existing national disability-related survey & administrative data are limited in their ability to meet needs of federal programs & policy makers. One potential response to these shortcomings is the fielding of a national disability survey. This report was prepared to assess the need for developing & fielding another national disability survey data collection effort. It presents findings from one of the project’s major activities designed to review the disability-related information.

Assessing the Need for a National Disability Survey: Final Report

As state and federal agencies strive to meet the growing needs of people with disabilities while using fewer resources, better disability data are needed for monitoring and improving the health, economic status, and overall well-being of this population. The report identifies limitations in national survey data on disability and outlines a wide range of potential short- and long-term options for addressing them, including developing and fielding a national disability survey.
