As state and federal agencies strive to meet the growing needs of people with disabilities while using fewer resources, better disability data are needed for monitoring and improving the health, economic status, and overall well-being of this population. The report identifies limitations in national survey data on disability and outlines a wide range of potential short- and long-term options for addressing them, including developing and fielding a national disability survey.

Developing home & community-based service (HCBS) alternatives to institutional care has been a priority for many state Medicaid programs over the last three decades. While the majority of Medicaid long-term care dollars still go toward institutional care, the national percentage of Medicaid spending on HCBS has more than doubled from 19% in 1995 to 43% in 2008. More than 3 million people were served by Medicaid HCBS programs in 2008 and hundreds of thousands of people are on waiting lists.

In an effort to improve care & reduce costs, states & the federal government are seeking new ways to provide services to people eligible for both Medicare & Medicaid. Missing from the discourse are the voices of these dual eligibles. Changes to the way their care is organized & delivered could have profound effects on their health, quality of life, & satisfaction. This project aims to complement state & federal efforts by offering perspectives on what duals want from their models of care.

Two reports look at costs, services, characteristics, and impacts of the Work Incentives Planning and Assistance program, which aims to inform beneficiaries with disabilities about work incentive programs, help them increase employment, and reduce their dependence on benefits. The program is serving a select group of beneficiaries who are actively working, seeking employment, using the SSA work incentive provisions, and leaving the disability rolls at relatively high rates.

This Primer has been updated to include all relevant statutory, regulatory and other policy changes that have occurred in the last 10 years in Medicaid home and community services. Given the significance of recent changes, this Primer will be an even more useful tool for all those working to ensure that people with disabilities can live in the most integrated settings appropriate to their needs.

A review of the federal financing mechanisms used by state agencies to implement the evidence-based employment models ( IPS and CE) come with the recognition that the federal financing of employment services for people with serious mental illness is a shared responsibility across multiple federal agencies. Improvements in this shared responsibility can lead to more effective support for these evidence-based employment models at the state and local levels.

How is the state of Virginia working to better understand its Medicaid program's efficacy? This report aims to develop a framework to understand the incentive effects of the Virginia Medicaid Works program that provides disabled Medicaid recipients the option to earn higher income while ensuring continued Medicaid coverage. By decoupling labor market decisions from Medicaid receipt, the primary objective of the Works program is to increase the employment and earnings of disabled recipients.

The Utah Medicaid Work Incentive (MWI) Program began in 2001 as a way to encourage low income people with disabilities to work without fear of losing needed health care services. The program allows people with disabilities to earn above the poverty level to have access to Medicaid as long as their income remains low. The purpose of this study was to assess the impact of MWI policy on recipients’ earnings, Medicaid expenditures, and use of other public benefits.

The Alternative State Application Program is a program designed to appoint qualified persons with disabilities through an on-the-job examination period. Attached is a presentation on the program put out by Utah's Work Ability. The presentation includes information on positions available, eligibility, the application process, and more.

This Power Point presentation was put out by Utah's Work Ability for the fall Employer Workshop. The presentation educates consumers, families, and professionals on the Americans with Disabilities Act, available technology, agency services and supports, and more and how they can all be used as valuable resources to help the deaf and hard of hearing.
