The Senior Community Service Employment Program: A Primer for State Aging and Disability Directors

The Senior Community Service Employment Program is the only federally mandated job training program that explicitly serves low-income adults, age 55 and older, to promote economic self-sufficiency and community service. This paper provides an overview of the program’s goals, its structure in different states, its funding, and the relationship between stakeholders. The mission of the SCSEP serves to empower older individuals by making them more employable in both the public and private sectors.

HCBS Waiver Conference 2005 - Presentations

Held in May 2005 this national conference was designed to meet the unique training needs of waiver program operators. This year’s conference, titled "The Sun Shines Brighter at Home," offered substantive opportunities to learn about the national initiatives, policy directions and grant programs that shape the current environment. National Directory of Home Modifications Resources

Home modifications can make performing tasks easier, reduce accidents and support independent living. Examples include lever door handles that operate easily with a push, handrails on both sides of staircase and outside steps, and ramps for accessible entry and exit. Check out this directory of state resources on home modification to find resources in your state. Also note the link to Disability.gov, where you can find more information on accessible housing options.

Adult Service Agencies’ Summaries - Utah

How has Utah used it's MIG grant to better serve its disabled population? The Mission of the Division of Services for People with Disabilities (DSPD) is to provide long-term supports and services. This handout summaries the agencies' goals, application requirements, services, eligibility and includes a separate section geared specifically to the blind and visually impaired. Written for potential clients, it can also provide a detailed outline of how any state could structure their own program.

Summary of CMS Guidance on Managed Long-Term Services and Supports

This summary draws attention to some of the most important aspects of CMS’s recently released guidance for states and stakeholders on the use of managed care for long-term services and supports (MLTSS) as well as transitioning LTSS providers into managed care systems and developing MLTSS programs. CMS identified 10 important elements that should be incorporated into managed LTSS and this document can assist consumers and their representatives in understanding these elements.

Dual-Eligible Beneficiaries of Medicare and Medicaid: Characteristics, Health Care Spending, and Evolving Policies

This issue brief uses the most recent comprehensive data, from 2009, to examine the characteristics and costs of dual-eligible beneficiaries. The report also examines the different payment systems that Medicare and Medicaid use to fund care for dual-eligible beneficiaries and recent efforts at the federal and state levels to integrate those payment systems and coordinate the care between both programs. Given the high cost of dual-eligibles, legislative solutions are reviewed.

Characteristics and Service Use of Medicaid Buy-In Participants with Higher Incomes: A Descriptive Analysis

Few employer-sponsored and private insurance plans offer the range of services that workers with disabilities may need. Medicaid Buy-In programs are a viable option that allows these workers to receive needed services without spending down for Medicaid. This report describes findings from a study of characteristics and service utilization of higher-income enrollees compared to regular Medicaid enrollees. Providing these programs may keep higher-income workers with disabilities employed.

Managed Long-Term Services and Supports: 2012 Report to the President

This report provides background on MLTSS to brief the intellectual and developmental disability community, as well as the President and the Secretary of the Department of Health and Human Services, on managed care and changes in LTSS administration so that they may take action and influence outcomes. The report also contains a number of recommendations related to disability stakeholder engagement, choice and self-determination, consumer protections and rights and quality measurement.

Guidance to States using 1115 Demonstrations or 1915(b) Waivers for Managed Long Term Services and Supports Programs

CMS has released two important documents that outline essential elements of MLTSS programs that are in line with current best practices. The first document summarizes these essential elements and the second provides guidance for incorporating these essential elements into MLTSS programs operating under section 1115 or 1915(b) authorities. These standards will be used when CMS reviews states’ design, implementation and operation of MLTSS programs for approval and ongoing quality assurance.
