Community Advisors: Roles and Skills

How can a community advisor help find choices and supports? The MA CPASS grantees developed two tools to support self-determination. The first is a checklist of suggested competencies, attributes and skills of necessary to be a Community Advisors. The second resource is a guide defining the role of an advisory, how to use and select the right person, plus checklist of other considerations.

Massachusetts C-PASS Evaluation Report and Coordinating Council Self-Evaluation Report

Two different reports assessed the MA C-PASS activities. First, an independent evaluation of the goals and accomplishment, information gathered from structured interviews. The second report is a ‘self-evaluation’ from the Coordinating Council who evaluated their own performance. Review the findings on self-determination, the planning process, the barriers encountered and goals achieved.

First Steps Handbook: How to get organized to find the help you need

A product of the MASS C-PASS mini-grant project operated by the Multicultural Services Center of the Pioneer Valley (Otro Puente) this bilingual guide was designed for newly arrived Latino individuals and families to the city of Holyoke, MA. Written in response to concerns that many families don’t know how to start looking for supports for a person living with a disability, the guide reviews how to prepare for an interview or home visit, ways to gather information and a list of local agencies.

The Impact of Premium Changes on CommonHealth-Working Enrollment

In 2003, Massachusetts substantially increased premiums charged to enrollees in its CommonHealth-Working (CH-W) program. This study evaluates the impact of the premium change on enrollment. Findings indicate the premium increase had a small, but statistically significant impact on program exits. Key factors as to why the CH-W experience differs from other state programs experiencing similar enrollment declines are discussed. A report and presentation of the study are included.

Summary of ADRC Semi-Annual Report Consumer Satisfaction Information Spring 2007

Grantees are required to establish measurable performance goals for their programs as well as indicators that enable them to track progress. Relating to consumer and client satisfaction with services, it is important that established goals assess visibility, trust, ease of access and responsiveness of program functions and staff. This summary contains findings of ADRCs assessments of consumer satisfaction relating to performance indicators and reported in the semi-annual report.

MIG-RATS Website

The Medicaid Infrastructure Grant Research Assistance to States (MIG-RATS) Center launched a website to provide resources and support to states implementing MIGs. The website is designed to help staff find research reports and resources, learn about MIG-RATS activities and initiatives, and connect with MIG researchers. The website includes info on topics such as Medicaid Buy-In programs, outreach and marketing, and youth in transition and also provides links to tools and a calendar of events.

As Tough Times Wane, States Act to Improve Medicaid Coverage and Quality: Results from a 50-State Medicaid Budget Survey for State Fiscal Years 2007 and 2008

The annual 50-state survey of state officials on Medicaid and state budget actions reports enrollment in Medicaid declined. This decline was driven primarily by two factors. States reported new citizenship documentation requirements were causing delays in processing applications, affecting individuals already eligible for the program. State officials also cited good economy and lower unemployment for reducing enrollment. 42 states expect to expand coverage to the uninsured in the next year.

Massachusetts C-PASS Marketing & Outreach Subcommittee Consumer Forum Series Report

The MASS C-PASS Marketing & Outreach Subcommittee (M&O) created a Consumer Forum Series to gather information on barriers to self-direction and community integration from a community perspective. Aside from targeting elders, individuals with disabilities and their families, emphasis was placed on targeting traditionally underserved and un-served racial, ethnic, and linguistic minority groups and rural areas. This report is the narrative account and outcomes from nine consumer forums.

Medicaid HCBS Waiver Expenditures FY 2001 through FY 2006

This memorandum and tables present data on Medicaid 1915(c) Home and Community-Based Services (HCBS) waiver expenditures from Federal Fiscal Years 2001 through 2006. Each HCBS waiver is classified by population served in order to show the distribution of HCBS waiver expenditures across long term care populations. This year's memo also identifies which waivers exclusively serve children.

Medicaid Long Term Care Expenditures FY 2006

This memorandum presents data on Medicaid long-term care expenditures in Federal Fiscal Year 2006 (Oct 2005-Sept 2006). Table 1 presents national data on Medicaid expenditures for Long-Term Care from 1994-2006.
