This bibliography summarizes current thinking about developing core competencies for all direct care workers, regardless of the setting they work in. It includes recommendations from six state-level reports, two national studies, and the federal Retooling the Health Care Workforce for an Aging America Act.

A summary from the June 2001 symposium titled, “Independent Choices: A National Symposium on Consumer-Direction and Self-Determination for the Elderly and Persons with Disabilities”. Major themes and outcomes are highlighted based on the dialogue from the various speakers including policymakers, program administrators, consumer advocates, service producers, and researchers.

This report and tables present Medicaid 1915(c) Home and Community-Based Services (HCBS) Waiver expenditures data from Federal Fiscal Years 2003 through 2008. Each HCBS waiver is classified by population served in order to show the distribution of expenditures across long-term care populations. This report includes new target population categories to identify waivers that target particular developmental disabilities such as intellectual disabilities and autism spectrum disorders.

This report presents Medicaid long-term care expenditures data in Federal Fiscal Year 2008 (Oct 2007 - Sept 2008). Table 1 shows national data from 1996 - 2008. Other tables present state-by-state data for nursing homes, ICF/MR, state plan personal care, state plan home health, 1915(c) waivers, 1115 waivers that provide HCBS, and other Medicaid services.

Looking for profiles of each State’s Home-and Community-Based Service (HCBS) programs? This project report covers the components of HCBS programs under multiple funding streams. It includes an overview of findings from cross-state comparisons with accompanying tables and charts and individual profiles of 48 states and Washington, DC. The findings are intended to provide states with information that can help guide their efforts to expand and improve HCBS programs.

In FY07 CMS awarded 13 PCP Implementation Grants. The purpose twofold 1) to change the basic model of care planning from one that is directed by the needs of institutions and provider agencies to one that responds to the needs of the individual, and 2) to assist states and territories in developing ways to identify the strengths, capacities, and preferences. This report presents factors that facilitated and/or impeded progress and how stakeholders were included in development and implementation.

Review this sample of an MOU between the Alaskan Division of Vocational Rehabilitation and the Alaskan Division of Behavioral Health. It addresses providing equal access to employment, not just as a fundamental right for those affected by behavioral disabilities, but as an essential step towards better behavioral health. Use this sample MOU as a template if your program were trying to craft a similar document.

This employee survey captures the consumer’s level of disability and if and how it is being addressed in the workplace. The survey is specific to those employed by the state. Use this tool as a template to designing a questionnaire in your program.

The CMS website has been updated with the new 508 compliant MSIS Medicaid eligibility and claims tables for federal fiscal years 2005 through 2008 for 31 states. Individual or groups of tables may be selected using the identified dynamic list options. The standard MSIS fiscal year tables will be updated periodically as additional states submit their data for the full fiscal year.

The Medicaid Buy-In program is a key component of the federal effort to make it easier for people with disabilities to work without losing health benefits. This issue brief, the ninth in a series on workers with disabilities, examines the prevalence and characteristics of Medicaid Buy-In participants who leave the program as well as their participation status in other public programs and their employment outcomes after disenrollment.
