In 2017, the Center for Medicare & Medicaid Innovation launched the Accountable Health Communities (AHC) Model to test whether connecting Medicare and Medicaid beneficiaries to community resources can improve health outcomes and reduce costs by addressing health-related social needs (HRSNs)—adverse social conditions that affect health and health care. This report describes the Medicare and Medicaid beneficiaries who were eligible for the AHC Model in the Assistance Track.

CMS released an update to the COVID-19 Vaccines Toolkit that was released on 10/28/20 and first updated on 11/23/20. This update includes more information on vaccine administration reimbursement and outlines a streamlined review process available to states looking to quickly adjust vaccine administration reimbursement rates in state plans. The toolkit also provides more clarification on managed care network adequacy and the phased distribution and administration approved COVID-19 vaccines.

CMS recently provided an update to the 2021 SSI and Spousal Impoverishment Standards. Spousal impoverishment standards are adjusted in January to reflect changes in the Supplemental Security Income (SSI) federal benefit rate (FBR) and the Consumer Price Index (CPI). These new standards will become effective on January 1, 2021.

CMS recently released a Report to Congress highlighting approaches five state programs implemented to address housing instability and improve treatment outcomes for people with Substance Use Disorder. Initiatives mentioned in the report focus on: providing housing-related supports that facilitate access to community resources; sharing data across systems to identify and target those in need for resources; and partnerships building across state and local health and housing systems and providers.

CMS released a new supplement to its State Medicaid & CHIP Telehealth Toolkit that provides new examples and insights into lessons learned from states that have implemented telehealth changes. The toolkit includes approaches and tools states can use to communicate with providers on utilizing telehealth. The toolkit includes updates and consolidates the FAQs and resources for states to consider as they begin planning beyond the temporary flexibilities provided in response to the pandemic.

The updated supplemental information is intended to help states strategically think through how they explain and clarify to telehealth providers and other stakeholders which policies are temporary or permanent. It also helps states identify: • Services that can be accessed through telehealth • Which providers may deliver those services • Ways providers may use in order to deliver services through telehealth, • Circumstances under which telehealth can be reimbursed once the PHE expires

CMS has released a new report on community transitions that occurred under the Money Follows the Person (MFP) program from 2008 to the end of 2019. The report states that during this time, states transitioned 101,540 people to community living through MFP. In the most recent year (2019), MFP grantee states transitioned a total of 4,173 individuals. The report includes additional information on transitions broken down by population and state.

This annual report summarizes states’ self-reported data related to certain quality measures, including the timeliness of the PASRR evaluations and the outcomes for applicants and residents resulting from the evaluations. The report also provides a brief background of PASRR and outlines states' data tracking capabilities.

This brief highlights the efforts of states who implemented Value Based Payment initiatives within systems that support individuals with intellectual or developmental disabilities (I/DD). The brief emphasizes the importance of understanding the population and provides an overview of the population served and their length of engagement with the service system. It looks at the experiences of OH and WA in the Medicaid Innovation Accelerator Partnership program from April 2018 to September 2019.

The CMS Office of the Actuary released the 2018 National Health Expenditures. The study includes estimates on health care services and goods, health insurance costs, government administration, public health activities, and other areas related to health care including personal care, residential services, and nursing care facilities.
