The recession continues to affect state programs for older individuals and adults with physical disabilities. Demand for publicly funded services has grown, and resources, including staff, are stretched thin, according to this new 50-state study. 31 states have cut non-Medicaid aging and disability services programs in FY 2010, and 28 states were expecting to cut these programs in FY 2011. HCBS.org NewsCLIPS highlights the important work related to Real Choice Systems Change Grantees. In each issue, we examine a topic related to home and community-based care by providing an overview of recent papers and publications. The Summer issues provides an overview of the reports available on the Medicaid Infrastructure Grant (MIG) Program. The goal of the MIG program is to support people with disabilities in securing and sustaining competitive employment in an integrated setting.

The goal of this paper is to identify programs around the country associated with serving and coordinating the care of individuals with disabilities. CHPR conducted a literature search, a series of interviews with national experts, & a review of 6 promising practices. Included in the review: planning; implementation; eligibility; funding and authority; contracting; delivery system and services offered; care management and care coordination processes; evaluation and outcomes; and replication.

Making a Difference is a quarterly magazine of the Governor’s Council on Developmental Disabilities. The Governor’s Council on Developmental Disabilities collaborates with Georgia’s citizens, public and private advocacy organizations and policymakers to positively influence public policies that enhance the quality of life for people with disabilities and their families.

This summary draws attention to some of the most important aspects of CMS’s recently released guidance for states and stakeholders on the use of managed care for long-term services and supports (MLTSS) as well as transitioning LTSS providers into managed care systems and developing MLTSS programs. CMS identified 10 important elements that should be incorporated into managed LTSS and this document can assist consumers and their representatives in understanding these elements.
