Invisible Care Gap: Caregivers without Health Coverage

This resource presents ten key facts showing the economic and health insecurity of the direct care workforce. It can be used to advocate for improved public policies and increase public awareness of the needs and importance of caregivers. The figures presented also illustrate the linkage between quality of care available to the growing population of older Americans, recruitment and retention of workers, and wage and benefits levels.

The NIC Compendium Project: A Guide to Long-Term Care Projection and Simulation Models - 2007

This publication presents lessons from financing projection models of long-term care (LTC). It describes the methods, conclusions, strengths and weaknesses of several models. It “also explores what such models can and cannot tell us, what research is needed to get better projections, and the key issues that must be addressed by any proposal to deliver and finance care for the baby boomer resident of the future.” This book can be ordered in hard copy or as a pdf via the links.

The CMS Medicaid Targeted Case Management Rule: Implications for Special Needs Service Providers and Programs

This issue brief reviews how new rules issued by CMS governing Medicaid coverage of targeted case management (TCM) services would affect people with complex health needs receiving home and community-based services. The author finds that the availability of several important services and strategies used in TCM would be significantly reduced. New record keeping requirements would also increase administrative burdens and costs.

Oregon Youth Transition Trainings

The first of these two presentations is for volunteer partners who help persons with disabilities and their families integrate employment transition into individual education plans (IEP). It is broad in scope, touching on the rights of the individual and family, employment and training resources, and state supports available. The second training focuses on the policy level and describes the goals, participants, outcomes, and keys to success of a statewide youth transition program.

The Aging Services Network: Accomplishments and Challenges in Serving a Growing Elderly Population

This issue brief and background paper outline the ongoing history, services, and expenditures associated with the Older Americans Act (OAA). The report also summarizes services that are funded through the OAA and other federal and state funds and are provided by the state and local agencies that comprise the Aging Services Network. Finally, key challenges to meeting the needs of the changing population are identified, especially with regards to service improvement and funding.

RE-AIM, a framework for program developers, planners, and evaluators to use to translate research into practices and policies that maintain the health and quality of life of caregivers. This monograph argues that this issue should be a public health policy priority, summarizes RE-AIM, provides policy and program scenarios for using the framework, and list resources and tools. Family Care Navigator: State-by-State Help for Family Caregivers

This section of the Family Caregiver Alliance website assists people in locating government, nonprofit, and private long-term care support programs in their respective areas. It includes services for family caregivers, as well as resources for older or disabled adults living at home or in a residential facility. It also includes information on government health and disability programs, legal resources, disease-specific organizations and much more.

Occupational Projections for Direct-Care Workers 2006–2016

This fact sheet summarizes and analyzes direct-care workforce statistics from the U.S. Dept. of Labor’s national occupational projections for 2006-16. The analysis shows that demand for workers will sharply exceed supply. Demand will especially surpass the number of women aged 25-54 entering the workforce, which is the primary demographic group from which direct-care workers are drawn. The analysis also shows that twice as many people will be working in HCBS settings than in facilities.

The Red Book 2008 serves as a general reference source about the employment-related provisions of the Social Security Disability Insurance (SSDI) and Supplemental Security Income (SSI).
