Supported by the Robert Wood Johnson Foundation, this toolkit features key facts, a brief background section, story ideas, lists of selected experts, websites, and a glossary. Designed for reporters, the resources will be useful for congressional staff, researchers, health policy students and many others. This toolkit explains who Medicaid covers, how it is financed, how it differs from Medicare, how states can alter Medicaid through federal waivers, and what the future holds for the program.

This report provides estimates of likely enrollments in Kentucky should the state implement a Buy-in program. The estimates are based on a statistical analysis of data from states that have implemented programs. The analysis takes into account both characteristics of the states and characteristics of the states’ programs that are likely to affect enrollments. Relevant considerations include the number of individuals with disabilities, participation rates and the state’s economy.

This chart, developed by the North Carolina MIG, projects the estimated costs and enrollment in health coverage for individuals with disabilities in the workforce. The numbers are based on a cost of $1,210 per individual, per month and covers the five years of the program (2007-2012).

Advances in medicine and technology plus changes in social attitudes have improved employment opportunities for working-age adults with disabilities. Despite progress there are still barriers to employment. The Medicaid Buy-In program is an important component of the federal effort to make it easier for people with disabilities to work without losing health benefits. This report, the third in a series offers a profile of the 28 states with both Buy-In programs and Medicaid Infrastructure Grants.

This report provides the latest national and state data on Medicaid enrollment and spending for individuals enrolled in both Medicaid and Medicare, also known as dual eligibles. Nationally, there are 7.5 million dual eligibles and while they comprise 14 percent of the Medicaid population, they account for 40 percent of Medicaid spending.

Over the last four years, the Kaiser Commission on Medicaid and the Uninsured has been tracking the national development of the three main Medicaid HCBS programs that states can operate: (1) optional 1915(c) HCBS waivers, (2) the mandatory home health benefit, and (3) the optional state plan personal care services benefit. This brief presents expenditures and participant data on all three Medicaid HCBS programs and findings from the survey of policies on 1915(c) waivers.

This electronic briefing book was distributed at a seminar requested by congressional staff to provide an overview of the Medicare, Medicaid, and State Children’s Health Insurance programs. The sessions featured experts from the Government Accountability Office, Medicare Payment Advisory Commission, Congressional Research Service, and Centers for Medicare & Medicaid Services, plus public and private entities. This November 2004 issue brief addresses how states can control costs of the Medicaid program, often the second largest item in state budgets, after education. Every state has taken cost containment actions, & all plan to take additional measures to constrain growth. Enrollment has increased as a result of declining household incomes and declining rates of employer-sponsored insurance. Other factors such as the aging of the population will continue to affect the whole health care system.

Changes in characteristics, insurance status, and health care access were illustrated in this study that analyzed survey data on Social Security Disability Insurance (SSDI) beneficiaries during the six-year window surrounding SSDI entitlement. Findings suggest that there are significant gaps in the safety net for disabled workers before, during, and after the transition to SSDI.
