DHCF Final Deliverables – District of Columbia

Looking for an in-depth sample of MIG grant program implementation? The District of Colombia has provided their final deliverables document here. This document includes a strategic plan for Medicaid Buy-In Program Implementation, along with the subsequent step-by-step tasks, leading ultimately to the final report, and includes such tools as marketing materials, forms and brochures. This document could serve as a helpful resource to other states interested in implementing a MIG program.

Employed Persons with Disabilities - Oregon

How can MIG programs be more successful in helping clients? One approach Oregon has taken is training its employment and residential providers, case managers, brokerages and office of developmental disability service staff. The attached presentation is one of their training tools and explains how their program works, including the benefits to both clients and brokers. The presentation provides examples that could be helpful to other states with MIG programs.

Work Incentives Network (WIN) - Oregon

How can we dispel myths and create opportunities for the employment of the disabled? Oregon’s Work Incentives Network (WIN) addresses this issue in the attached presentation. Given at the 6th Annual Pacific Northwest Brain Injury Conference, as well as statewide training events for stakeholders, this presentation explains how WIN works, myths that exist about benefits and working and how to access services. While WIN is specific to Oregon, the approaches it takes could be useful to other states.

The Oregon Competitive Employment Project

The Oregon Competitive Employment Project seeks to enhance the quality of life in Oregon by achieving, maintaining and advancing the competitive and inclusive employment of persons with disabilities. The project is funded by a four-year Medicaid Infrastructure Grant and is part of the Oregon Department of Human Services, Office of Vocational Rehabilitation Services. The project website contains information and downloads, and could be a useful tool for other MIG grantees.

Medicaid and Working - Utah

Choices about employment and lifestyle are often made without full understanding of the many rules. The State of Utah wants its service providers and teachers to understand all the options so they can inform and empower people with disabilities to have increased earnings and improved quality of life. The attached presentations are training materials detailing Medicaid Work Incentives. One presentation is directed at agency and provider personnel, and the other to future teachers.

The Aging Services Network and the Use of Online Screening and Application Technology

Read the main findings of an online survey of State Units on Aging (SUAs) and Area Agencies on Aging (AAAs) on the use of online screening and application tools to help seniors and younger adults with disabilities to enroll in public benefits. The results show that the majority use online screening and application technology to support their counseling and enrollment activities, and that using these technologies have benefited their organization and their clients.

IndependentChoices Procedure Manual - Arkansas

An alternative to the traditional care delivery system, Arkansas’ IndependentChoices was the first program nationally that offered participant directed care as an option to its’ Medicaid population. Arkansas serves as a model for other states interested in implementing similar programs. This in depth procedures manual outlines the history, philosophy and detailed procedures for the program. Review examples of these enrollment and operating policies.
